Sovereign digital certificates. What is it and why?

Russian banks have begun to demand digital certificates from the Ministry of Digital Development, without which it will soon be impossible to work. What is this? What are these certificates used for, who issues them, and why does the Ministry of Digital Development have its own, special ones? And most importantly: will this technology turn out the same as other digital projects of the Russian government — will these certificates be used to monitor citizens?
