And we are used to bypassing all these methods of censorship, using foreign VPN servers. But what if there is no more access to these servers? What if the Internet stops working altogether?

No matter how improbable such a scenario may seem, millions of people around the world face it every day: this is the so-called Government Shutdown, a state shutdown of access to the global network. Traditional methods of bypassing blocks will not help, and all the usual Internet services will stop working together. Residents of dozens of countries face this every year - you can too. What to do in such a situation?
