While the FSB, the Ministry of Defense, and Russian courts compete for the worst reputation, another government agency lurks behind them, one that itself creates a bad reputation for Russians abroad — Rossotrudnichestvo. Its original mission was to promote Russian culture and address issues of Russian-speaking diasporas. But over time, the agency evolved into a tool of aggressive propaganda, including military propaganda.
